1. Make a copy of the original background layer.
2. On the background copy layer, from Menu select Filter, Blur, Smart Blur. On the Smart Blur options, quality use high, mode select edge only. Apply a value of 5 to Radius and 25 to Threshold. (Values depend on your resolution of the photo). Select ok. You should now have a black background with white edges.
3. While still on the background copy, press CTRL-I to invert the negative to white background with black edges.
4. Again while still selected the background copy, change the Blending mode to overlay from normal. Change the opacity to say 75% (up to your taste).
5. Now select the background layer, from menu select Filter, Pixelate, Crystallize. On the crystallize option select say 15 for cell size.
6. Still on the background layer, from Menu select Filter, Blur, Gaussian Blur. Apply a value of say 10 (again depending on your resolution).
7. You can increase some saturation.
8. Flatten both layers. (From Menu, select Layers, Flatten Image).
9. Finished.
